and the City’s “Misinformation” Claim

IPD isn’t the issue with the PAC—the way Kamloops is using it is.

Other BC cities have used IPD, but the public was assured that they had completed the due diligence first. Kelowna’s $242M Parkinson Recreation Centre redevelopment entered IPD only after site studies, validation work, and scope definition were finished.

Burnaby’s $200–$229M new RCMP detachment and several fire halls also used IPD only after program requirements were fixed, studies were completed, and key risks were identified.

Kamloops City Council approved a $211M performing arts centre using IPD—without publicly advising of:
• an updated business case
• completed site-conditions analysis
• completed operating-cost projections
• a project risk assessment
• clear scope or design
• a full cost-certainty model

The way IPD is being used for the Kamloops PAC—with rushed timelines, evolving scope, big unknowns, and public messaging that downplays risk—turns it into a shield of legitimacy, not a safeguard.

• IPD doesn’t guarantee cost control—only when design and scope are fixed upfront.
• Fast-tracking  makes overruns and hidden costs more likely.
• Multi-party, closed-door IPD contracts reduce transparency—taxpayers don’t receive a full cost breakdown.
• Past civic IPD “successes” involved smaller or clearer builds—not a complex performing arts centre with underground work and specialized systems.
• “Fully funded / no tax increase” claims aren’t reliable when IPD is paired with undefined scope and incomplete due diligence.

As KCU has advised from the beginning, it’s important for residents to question the assumptions, rather than take the messaging at face value.
