The City states the AAP court challenge resulted in a 6-month delay and $4โ€“5M in Multiplex costs due to tariffs and economic uncertaintyโ€”based on vague โ€œinflationary assumptions,โ€ not a clear, itemized cost breakdown.

But the timeline doesnโ€™t support the claim:

  • Oct 22, 2024; AAP petition filed
  • Feb 21, 2025: Court decision

The court process took about 4 monthsโ€”not 6โ€”and included Christmas/New Yearโ€™s, when work slows or pauses.

The original 2025 timeline (now quietly replaced on the website) confirms the project was still in validation and design during this period.

Construction wasnโ€™t scheduled to start until fall 2025.

So what was actually delayedโ€”or exposed to inflationโ€”to justify $4โ€“5M in added costs, when the project was still in validation and designโ€”not in procurement or construction?

The City points to tariffs and โ€œeconomic uncertaintyโ€โ€”but those affect every project.

Meanwhile, the project keeps growingโ€”and so do the costs:

  • Library added after the AAP
  • Possible mini-rink
  • Ongoing design refinement
  • Site challenges
